is the outter wall on ZS_checkpoint a glitch?

I disagree. It'd be different if this cade box was on the ground but its up in the sky, where the only thing that can reach them is a fast zombie, and even then, if you make the cade right, you can prevent being hit by any of them.
I've seen people double up the floor. And it takes long enough to break the boards that you can't get through by the time they regen the boards.

And isn't this the purpose of zombie survival..? The way people think and build a cade design is to survive and limit the type of zombies that can get them.

The problem with the skycade is that you are building into a nodraw area. An area of the map which was never intended to be at, you are using an invisible wall to place the cade kit, then boxing it off as best as you can to prevent entry.
If you had done this, say, on the ledge of the roof, not a problem.
But when you climb up to the edge of the playable ceiling built into the map, then we have problems.

So you can cade along a no draw texture? how about a clip texture?
