After recieving this several times, I realised I was still on the game even when I wasn't.
I've always assumed this was the case in this situation.

It could be something different though. When it does happen to me, I just wait until a slot opens

What he means is that whenever he see's the player list, it says 17/16, but when he refreshes it and counts the actualy players playing, there is only like 7 or 8

This is thanks to the "ghost" or fake player list bug valve introduced into their engine and later "fixed".

Well at least for Garry's Mod this was not fixed.. (I also believe TF2 last time we had the server up) and recently the work around was removed from the engine.

I believe you can still manually connect through console (Visit for reference http://forum.randomgs.com/index.php/topic,7152.0.html )

Happens to me too. Yesterday I joined TTT which had 8/16 players in it. I waited an hour for the server to download all it's shit, and when it finished, I rejoiced, only to find no one playing.
