What excatly would that prove? if their brothers using the same computer their going to have the same IP regardles of making a forum account and plus if his "brother" did make an account it could just be agrued (like you said "you have no proof") thats its just him who made the account anyways...

They have more then one computer going, A video that I posted a few post ago shows both in game, hexo and octo.
