If jihad were to be added, it wouldn't be as big of an explosion as a C4... just a small radius to damage people near. At most, it would probably only kill up to 5 people assuming they're cramped in a small area like near a T tester. Considering their T round would end from it, I don't see that it would be at all over powered.
