Well these 2 guys came on the server randomly and sort of started trolling that saying they're a virus (in a computer voice) and rdming people I think. IPounce was playing so he votebanned one of them and then the other left afterwards. They are also friends. Also, check all their aliases (aka's), you'll see that they have changed they're names a lot of times today.

I don't really have any proof and couldn't take a demo demo but just making sure this can be bannable.

It really depends what they did... and depends on the person's judgement who at the time is capable of dealing with them.
By the sounds of it, I would probably have kicked them. It sounds like they were obviously only there to cause havoc and ruin the game for people to get a little laugh... So yes, I would probably have votekicked.

They were be trolling everyone in the server, Shooting everyone and teaming up. I could just ban them reason a since someone is DDoS'ing the server that time.

Yes, there is limited evidence (read console above status),

but the very fact these two guys, with names of powerful viruses join,
could be linked to the L4G incident that happened about two weeks ago.
Join, troll (micspam, threaten, act like nothing happened), DDOS!
