He says that the composition of band instuments must be like a triangle, with all the high range instruments supported by a larger amounted of lower base right? Like this:

But, in reality, the intermediate band, which I am in, is like this:

What he did to solve this problem is force the beginner band students into a certain instrument so in the future years, a  proper pyramid of sound could be maintained. Like I guessed, it backfired. 90% of the beginner band students are not coming back next year so we'll only have a senior band, and a new group of beginner band students.
