I haven't read any of the books, and don't know any of the story line, but my brother's a huge Halo fan, and pretty much knows all there is about it.
I can't remember what the answer was, but I asked him similar questions and it made sense when he explained it surprisingly.

when halo 1 came out WAY BACK WHEN
they released 3 books

from the start of spartan training
to the end of reach
and then some bullshit that happened before the first game

i still don't get it, and i read them
