If it's one person, you can just wireshark it, search soucebans and forums etc.

Okay, maybe I'll reword it.
As far as I know, it's been the same person/few people for months through (a) botnet(s).
Idk if it's someone different now though.

Usually, you can lag a server with a single person attacking, but won't do much damage.
Most of the time, if one person is doing it on their own everyone will refer to it as a DDoS.
...and doing it "gamefreak style" would be to sniff for open ports on 2-3 of the bots from a seperate IP through a proxy, then use the one they have in common to make them attack the attacker's PC and make it poop rainbows.
