It's one thing to use a browser based proxy
When you play like say, a video game, what it's doing is sending data to and from your open port.
It had a DIRECT connection to your computer, unlike browser proxies where it just downloads the info, saves it as a page, then the proxy send it to your computer.

It's not a Proxy
He's masking the IP to look identical to another player.

When you IP spoof, you're modifying the packets actively so that when the other person receives them, it looks like it came from a different IP. Or something like that.
It's basically like putting an incorrect return address on an envelope, then sending it.
