Ehh well I don't how you use it in your country but when you have full 15 years we say 16.
I wasn't sure if it goes like that here but I have 15 full years now and I'm getting full 16 at July so it's almost 16 and that's why we say 16 in my country.
I know very confusing lol but you can calculate it with my birthday year.

I had no idea they do that in Korea but we do that here.
