Yeah, that's what a lot of the reviews agree upon also, thanks for the opinion.
Question on the BS DLC:
Do you have to finish the game for Broken Steel to start?

Yes, you do, because you wake up right after the events of the final mission. You'll also have to play the final mission again before starting, just with FUCKING ENCLAVE EVERYWHERE.
Your actions in the final mission also define the attitude of people towards you.

Or if you let Fawkes do the job, yes.
Oh, I forgot one thing. You can now let one of your companions do the job in the final mission, but unless their name is Fawkes, they'll die right after.
And if you let the girl do the job, she won't appear at all in BS because they couldn't save her.

EDIT:
Whether you killed Colonel Whateverhisnamewas or not plays a part in this as well.
