Doesn't P E MD AS  say you should multiply 2 with 12?

means multiply and divide dont matter which order their done in. Therefore, it goes left to right.
same with add and subtract.

Technically, when you had 48/2(12) wouldn't it multiply to 24 because of parenthesis? So then 48/24=2

There aren't any variables and you can do the operation inside the parenthesis.
Also, The distributive property is a property of multiplication

EDIT:

No, because 48/2(12) is the same as 48/2*12.
It's multiplication.
