Though what it made me think of is unrelated it should remind all of you that people could easily make a second account just to +1 their own applications.

My suggestion is that if a person makes an account and +1's an app that was made less then one hour ago the IP should be checked to see if it's the same IP or a different one to make sure that the person did not +1 their own app with alts.

Any thoughts?

Good point but not everyone uses proxies, this would at least help the problem somewhat.
