You must have at least 1/3'rd of all admin votes
( Even though regs have this, almost all of them get approved with just general members of the community +1'ing. Most of them only have one, or even no admin approvals)


Respected has ability to vote kick. That's it.

Give VIP's ability to instant kid, and vote ban.
