Disable respect system in Regular App sections/

Unless spam on Regular apps gets handled better I'd rather have the system in place.

True, a decent app with one -1 can ruin the whole thing. This does not out-weigh the satisfaction of -1ing: "OMG OMG OMG CAN I BE RESPECTID PLOX I AM GOOD PERSON"
