Doesn't always work like that

Some people permanently have the same IP even after that

You do realize that's only of you have a dynamic IP, right?

Every computer has multiple IP adresses.

one is used for network management. when you join a network, your computer gets assigned an IP adress.

every network linked to the internet has an outbound internet IP adress. even if he restarts his fucking router, he won't get a new IP on his computer. at least not one that we'll care about.

You're thinking of the local IP. 192.168.xxx.xxx


And he can get a new IP. It depends if his router is dynamic or static.
