The solution was so fucking stupid = =

You need to put quotations around the game name

So from

--- Quote ---C:\srcds\hldsupdatetool -command update -game garrysmod -dir C:\srcds
--- End quote ---

to

--- Quote ---C:\srcds\hldsupdatetool -command update -game "garrysmod" -dir C:\srcds
--- End quote ---
