First of all. Vip should be for 1 year + members who wont abuse. And second the difference between vip and regular is there to have a class that can still use the custom tools and not be able to become a respectard so regular shouldnt be able to voekick at all.
Edit: at the very most regular can get vote kick and vip can get instakick and voteban.

The Regular Party
Players who usually play on the servers, the first ranking.
* Has a significant vote in kicks unlike others.
* Can use all the normal tools.
The VIPs
Players who have played for more than 6 months to 1 year on the servers, second ranking.
* Can start and vote in kicks/bans
* Should have ability to no-vote kick, set time limit between kicks.
* VIP Only Chat
