Usually it's fucked. Paint is really hard to come off fabric unless you can "bleach" it.

Frank:
Paint it all so they won't notice.

Sabb:
Use varsol (common paint remover, shit everyone uses to clean their hands with). Try putting some on a rag first and scrubbing the shoe with it, if it doesn't do much just poor a bit directly on the paint. It may dull the colour of the shoe a bit if you have to use a lot of it but it will probably remove the paint really easily.
