Reintroducing the Flood server

If I recall correctly there is a pretty large pile of issues to fix in order to make flood work, so it's not really just a matter of "Oh hey lets just add the flood server for fun!" I think it is somewhere on coolz's never ending list of stuff to do, but I don't think it is very high on the list.
