I mean why shoot the dog? Did nothing wrong to them, so did the guy who got arrested, he didn't do anything wrong, why not let him go with the dog than of killing an animal and arresting someone who hasn't done anything wrong.

That "quick decision" thing doesn't even come into play now. The cop had his pistol out for a while, he knew he was going to kill the dog.
With that said, the owner did provoke them with his phone out and loud music from his car. He was asking to get into trouble, though he put his dog in the car to keep it safe.

The thing I find most disturbing about this was that there was no mercy shot. The cop left the dog to just bleed to death.
