Has shown in the past he has problems listening. My vote is no, based on personal negative experiences.

While his attitude and actions may concern some of you, Loke has been in this community for a very long time, probably more then 2 years, he proved his loyalty to this community and he really deserves to have this rank, and his attitude have definitely improved now.

Loyalty means nothing when a player can't be trusted to follow rules and maintain the level of maturity and courtesy we expect of regulars.
