I was meaning to post here earlier,

As I mentioned in cactus' previous application, I feel he's ready to become a VIP.  He can be goofy in a fun way, which shouldn't be confused with his ability to get the job done. 

I've seen him be perfectly serious when such real 'situations' arise.  These are good qualities to have in a VIP position.  He's also been in the community for quite some time, I say we give Cactus a shot.

I'm still unsure of Cactus. I'm somewhat confident in him, but not fully.  One thing that worries me is he very often likes to make sounds and talk with a high pitched a lot on the time and him doing this has annoys/upset many people often resulting in them target RDMing Cactus.  I don't know if many people would take him seriously as a VIP, which could be a problem.(Though I guess you could say since he'd be a VIP it wouldn't be a problem.)
 He indirectly causes quite a bit of RDM sometimes with his voice. It is indeed the RDMers fault for doing the killing, but at the same time, Cactus is kinda in a way egging them on.

So consider me a -/+0 for him getting VIP. Not really for nor against.

The voice changer and making weird Gurgling noises over the mic has to stop.
I don't doubt his understanding of the rules, but others wont take him seriously if they hear those noises.
Being a VIP isn't just about knowing how to kick and ban but also showing to newer players the reliability of the community as well as the appeal for playing on the servers.
Same goes for Regulars.

He doesn't use a voice changer he just does that himself. But I agree, I would like it to stop if he were VIP but for now I'm still undecided one way or another for a promotion.

Needs to change his portrayal and then maybe he'll be reconsidered, denied.
