Because presumably you start off with 0 technology. The narrator states that you'd have to create the technology, assuming how you would in real life. Like making computer chips and stuff. The dev team would have to program molecule and electron physics and shit tons of other stuff so they act how they do in real life, researching subject upon subject/programming room for players to use the resources in game to make their own technology that is not yet around in real life.

I'm under the belief that they'll probably make this probability based. Like, a certain chance while studying to discover something new or a new method, or a certain combination of processes results in a certain chance to discover a new process (for example, woodcutting + wood chopping could result in wood sculpting?).  I think this is the only way to make the universe they say they'll give us feasible in a feasible amount of time.
