That was because you had to go on anther page just to use it.
What Monorail Cat is suggesting is that there should be a chat box (to the size or on the top of the page) for in-forum chatting.

big deal, if it's too hard to click on a link to chat then it's not that useful for everyone to implement and slow down every page load
