more rounds less time?

What I think he is saying is this: The amount of map time, if every round dragged on ridiculously - is far longer than the total amount of time all the combined rounds before a map change occurs will ever reach, so reduce that, and allocate in enough additional rounds to round it out so the time before a forced change, the amount of rounds, is more proportionate to the average amount of time the rounds take.

Ok. But what do you propose shortening it too?
It doesn't even address the greater issue of the one or two rounds that end up dragging the time limit to its end.

I'm not sure, maybe an hour? ive seen some servers have it at an hour with 8 rounds, and it only goes over the time limit when either T's are time wasting, camping, or they just strait up don't know what they are doing.
