That would be easy to do. Just be sure to check of 'Point Sample' in the .vtf's properties so it looks pixelated. Though I'm not sure if pedobear chase uses animated textures or two different ones and switches between them.

Even then, it wouldn't be hard to animate them. You'd just have to mirror the image on the second frame.
