BUT ANYWAYS I go steam to install using uniExtract and got just the steam.exe, It updated and got all the files it needs to run but I get this error upon launch

Steam is not properly install on this computer. Steam Service needs to run with elevated privileges to repair system settings.

most likely needs to create registry entries but the current user account doesn't allow dem.. could export and import them manually from a werking computer.. kinda tediouz, but you nid permissions to do so :/

I could easily get on my sister's computer to do this since I have a USB flash drive, the only problem is that I have NO idea how to do that

yea was saying you need permissions to manipulate registry entries on the computer you are installing steam to.. which is what steam is trying to do.. so I don't know if you will be able to do that

You have pretty much no hope if you don't have the password. Why would you buy a computer which you don't have access to? Did the guy tell you that he didn't know the password?
That's like downloading illegally a game, only to be stopped by the need of CD-key.

» Magic «:
start windows in safe mode and create a new user for yourself which is Administrator
