I honestly remember back when just coolz looked at them and approved them based on his own opinion

The way i would approve them is to read the thread and if ive seen the guy on the servers I would auto approve him if he was deemed worthy

Back in the day it only took 3 hours to get respected eh coolz...

Well, next to every vote in regular apps is biased, negative or positive. After all, it's based on personal experience with the person.

No, there's a difference. Taking an app and +1'ing it saying that they're a good player, trusted, etc isn't biased. Then you could take an app and +1 it because he's your friend. Biased. Same with -1's, but more so. I don't think I need to explain the obvious bias with -1's.
