Rule 13 is there because when you're a Traitor, you know who's a Traitor, who's an innocent, and who's a Detective. Therefore, it'd be Target RDMing. And you'd ruin the game.

If you're an innocent, you're not supposed to kill the Detective, which is your aider.


And everyone's an innocent until proven contrary. That's why they're "allowed to kill innocents".
