Guys Help me please!!!!

I went on a website (wont post it because i dont want you guys to get infected)

That i think gave me a Java drive by
I opened the site but then got called over to Garrys mod because of a hacker
i came back to it and a Java sign was on my browser.
After that a stupid Virus scanner came up that i did not download.
I successfully removed it (i think) because it wont open anymore.
but now all and  i mean ALL of my .exe's are broken NON will open they all say "What program would you like to open this with?"
The only way i run programs is by clicking Run as Administrator.
What can i do?! Please Help

Admin lock this please, i just removed the file with Task Manager and backed up and older restore point.
