I don't think this is that big of a deal ...
People can still hit you up there, can't they?

If I'm not mistaken this is technically fine so long as he can be hit. I know there are areas up there that the map blocks shots but I don't see him stopping in them so he was fair game while glitching.

P.s Pains will always find ways of getting where they want so editing the map would be hopeless as someone would undoubtedly find a new way.

Edit: Nvm your right the only way to kill him was to follow him me and a friend retraced the locations and tried to hit each other looks like time to find a fix.

Goat:
Sadly what I didn't record was him hiding at the end of the train tracks for five minutes. And uh, no, you can't be hit while up there.
