When is it okay to have sex?

I think this fits enough into the pg-13 guidelines if people don't go into "exploits" or advice. When is it okay to have sex? Does your age matter, or your feelings for the other person, how about how long you've been with that person?
Would you think it is fine for 13 year old kids to go at it, or 10, or 30? Is there a specific age when your brain is supposedly developed well enough to be able to handle the emotions involved with sex, or does that depend more on your personal experiences that an arbitrary thing like age can't rightly determine?
Should you only have sex for love, or with the intent of developing a long term relationship? Or are one night stands fine enough, or simple flings just to have fun without settling down? If you are going for a long term relationship then how much time must pass, or money spent, is enough for the girls to put out?
I've heard of the 2-3 month hurdle that wears out all of those puppy love emotions and relationships can start to strain afterwards if there isn't anything solid keeping the two together. Would you say waiting until after that hurdle is a good idea if you're attempting to find someone for the long term? Or would you prefer a 3,5,7 date kind of girl (are you one)? If a guy (and yes this would usually be the guy and not the girl with the problem, but there are exceptions) couldn't wait through 3 months of dating for sex then does that mean he is focusing more on the sex and less on the woman it is with, it might as well be with any other hot piece? Or rather, more on the destination and not the road traveled, not caring to build a foundation for a relationship just wanting to cross that finish line?
Sex complicates things, or at least it changes them in the relationship. Are you sure you're ready for those changes once sex is involved?
Also, why do men and women judge each other on their conquests? Men are either pigs or they've got game. Women are either whores or sluts for sleeping around. It is a pro for men and a con for women who share the same behavior. Well after all as the saying goes. What good is a lock that opens for many key?

You should only have sex when you are sure you're ready other wise you'll regret it for the rest of your life, Don't do it because other say you should or because people tease you ONLY do it when you and that special person are ready. Your first time determines how you view sex for the rest of your life.

First, You've seen to many movies because in the real world most people don't act like that besides high schools who haven't grown up yet. Secondly once again STOP being sexist some women take pride in who they sleep with/how many just as much as men do, gender doesn't matter, I actually have an ex who went to the "extreme" with the "conquests" thing She had a ranking system for every guy shes slept with, with sub-category's for ranking... IE: Size, endurance Ect (And its was a fairly long list Lol)
I don't know where you got your info from but you couldn't be further from the truth.
Anyways to sum up
Only have sex when you're sure!
