It's probably a client-sided addon.

Since he's replaying a demo, it's enabled.

While playing on the server though, he wouldn't see it due to scriptenforcer.

Looks a hell of a lot like lag to me. Through the whole video, everyone's jumping around because of lag, his was just more noticeable. He's going the normal speed though, he just stays in place a bit, then seems to go really fast. That's quite common.
So, denied unless further proof/something that would change my view.

Derspy bump, after thinking over it a bit, I'll keep this open for a bit if you reupload the video, except not edited to make it slower to see it easier. I did take note that it was slowed down before locking, but I think it'd be better to make a deciscion with an unedited video.

I'm not all too sure. It still looks like it might be lag to me. I'd like some other opinions before locking again.

It really does look like blatant speedhacks. Even if he was lagging, he couldn't have zipped from left to right to left and then forward that fast ._.

Correct.

If you see the distance he physically moves for a given amount of time compared
to other zombies, he moved twice the distance he should have.

And he was the only lagging zombie in the video.
