Title: L4D2 Update suspended

Well this is disappointing.
I went to play L4D2 today, and I got this:
Error, game is currently unavailable.
I look in the library and see a 99% complete paused download.
I tried pausing and unpausing the download to no avail.
Other things tried:
Steam restart
PC restart
Deletion of everything bar Steam.exe and steamapps.

Try to switch server location in Settings/Downloads+Cloud/Download Region.

Try Library -> Downloads tab -> Resume download button

Spam it a few times.

try making a backup of the current l4d2 files (inside steamapps) and reinstall steam then restore the files and start steam and download l4d2

My hard drive dun goofed.
