What, like target RDM, or within the confines of the rules? Seems very ambiguous a claim to make.

If you are just rdming low karma people out of nowhere, that's not allowed.

It's considered target rdm since you are targeting the person with low karma

Actually, it's not because the lowered karma loss is part of game mechanics. There isn't supposed to be a penalty for killing players that have low karma, because you have to RDM a fair bit to get 10 karma.
