Starting yesterday there was a steam update on all the source games And verifying all steam files. This caused many problems
Solution - this might not work for everyone!
Go and search the entire c:/windows/ folder for the following files "steam.dll" and "filesystem_steam"
And delete them.
Make sure that you don't have programs or files that interfere with steam
if the above dont work just wait for the update from garry he will do the following when he gets up:
Time: Get up, noticed a steam updated
Time: Realised gmod is fucked, Need to recompile with the new update
Time: Hit a snag in the compile, need to rethink this through with coffee.
Time: The update has compiled.
Time: Sent the update to valve, Just up to them now.

Last night’s Source engine update has broken Garry’s Mod. I say this every time – but don’t be mad at Valve about this. This is just the price we’re paying for being on the latest and greatest version of the Source engine. The alternative is to be stuck on an older version of the engine – which I don’t think anyone wants.
I’m looking into making an update and hope to have it out as soon as possible. This has hit a bit of a roadblock though because I can’t get my hands no the up to date interfaces from Valve at the moment. I will edit updates into this post as and when I have them. Maybe play TF2 for a few hours to fill the time?

Steam's DLL files are in the /Steam directory
Nothing of Steam's should be in the Windows directory

Well if u read above this will not work for everyone and it saids look for files that might be interfering with steam and I did exactly that.
And you said "nothing of steam should be in the windows directory" well that is exactly the point of this fix NOTHING OF STEAM SHOULD BE IN WINDOWS FOLDER.
You should always check just in case....
And the side note this is just one solution out of many solutions.

I was about to make a thread on this asking, "What the fucking bloody hell, Steam?" Gonna try this ['cept in my case substituting Windows directories and Windows-only file extensions for OS X directories and file extensions of course]
EDIT: Apparently Valve Derp'd with the latest update to STEAM this time.... anybody got more info on why this happened?

I though this was the problem with my Steam Client.
After it didn't work
I Ragequit
and jumped out the nearest window like superman.
