I've done everything it tells me to in the Wiki guide, but I can only connect via lOcalhost and not the IP because, although I DID forward the ports, port checkers still seem to be telling me the ports are closed. I've also tried running/being on the server while I check to no avail.
Halp? Minecrqft forums are pingas and didn't help both my threads.

If you are on the same router, you will never be able to connect via-external IP.
Port checker will say the ports are closed because of your firewall.
Just have someone else try to connect for you, if they can't, you didn't port forward correctly.

This and in very rare cases you might have to go into your firewall settings and exempt the ports you're trying to use.

Yeah, depending on what OS you're using, and whether or not it's on the same computer.

I had some problems with this too.
What I did was simple close gmod (I found when it is open, it starts it on port 27016 instead of 27015) and this could mess it up.
Also, Make ABSOLUTELY FUCKING SURE that you have the ports forwarded to the right internal ip. I also had problems with this.
You're following this wiki, right? http://wiki.garrysmod.com/?title=Dedicated_Server_Setup (http://wiki.garrysmod.com/?title=Dedicated_Server_Setup)
Also, make sure to do the console version. I had problems with the gui version.
Spaced out to make it easier to read.
