Why not but have a demote Forum just in case no admins on and you want some one demoted?

Generally, you report someone for something, and the punishment, demote/ ban / whatever, is up to the admins.

Sounds like those aren't very good friends if they slap you around all the time, but to your suggestion, no demotes are up to an guest/regular/vip. They make a case, and the admins ultimately decide what happens.
