It has no comments except tomcat approving it whats up with that? O:

I think it just depends on the circumstances, regular members can't votekick/voteban they can only vote in the votes. Also i think they get extra tools so maybe that guy asked tomcat for a special request or something.

yup, never really is, most admins just ignore the rules after a while, EXCEPT MEE xD, otherwise we would have over 9000 VIPs

Guidelines in these kind of things will never be held up.
I just say Dex's Regular app, which had around 9000 people saying no yet it still got approved.
But Regular isn't really something that can trouble anything.
Some VIPs rather shoudn't be VIP ... Some just came to the forums and applied, then never appeared again.
