Not exactly the same thing I've experienced but it's similar. In two of my games there have been massive lag spikes where everyone is lagging and rubber-banding all over the place with about 300-ish ping. It lasted a few rounds until it went back to normal. Not sure what happened but most of us just continued on and reported the server for poor performance.

As for a corrupt demo download, that tends to happen a lot to me. Don't know why but sometimes I eventually get through downloading it.

Did you post on the steam forums?

Not yet.  I posted the video on my profile, but I will also put it on the forums.

It's a little strange that you could move unhindered, which suggests the server wasn't ddosed.

It could be that you were connected to the server through a different internet node, and the other players' nodes were having issues for a small window of time.

The "Rubberbanding" in this video, like when the other players were falling, insists that the client is reporting an old position and the server is trying to send the new client position, but if there's too much delay between the client/server communication you get behavior like that.

Heh, yeah, at the time, I was laughing so hard that I couldn't aim straight.
