So yesterday I got scammed on Steam and I lost 24 keys around 90 dollar.
I am trying to find hes IP adress and stuff but does anyone know how to do that? :<

How did that happened?
The best I can advise you is to get some kind of IP tracer program from somewhere, I'm sure there should be some on the Internet, read the tutorial how to use it and try getting that guy's IP.

Easiest way is to try to coax him into your own little server to try to get the items back, snatch the IP from there.
If you have his SteamID you can just report it to Steam from there.

Why don't you just go to your inventory, look at the trade with him, click his account, find his steamid64(http://steamrep.com/profiles/ (http://steamrep.com/profiles/)) and report that to stream?

I did and steam does absolutely no shit against it.

Steam revoked all DayZ games I traded with people.
Even when people already did put it in their library steam can revoke them.
