Basically, I turned on my computer and it went poof, it retried, poof, retries, poof.
Then I was still waiting and it got into windows just fine.
What could this mean? PSU failing?

Do you remember if your PC had any Windows updates as you shut it down? It's fucked up on me like that a few times though I don't really know/remember the fix to it, aside from waiting and running checks on your OS once it starts up.

No, no updates.

There is also a very good chance that it could be your power supply failing but there is another possibility it could be something else.

unplug cd drive then see if it still boots 3 times before actually booting windows

How far does it get into starting up? Do you see "Starting Windows" or anything of the sorts?

I don't even see the POST. after 3 times, it boots fine.

Check and make sure the power cable for you CPU fan isn't dangling near any fans. The situation you described happened to me (computer boots, no screen, no keyboard lights, shuts off after 20 seconds) and I was lucky enough that cable wasn't damaged. Thank you, computer, for CPU fan failsafe.

Do you get no response whatsoever? Or do the lights come on, etc.?
If you get no response, it could be a PSU issue.
