It was taken by Hubble(as we all know). People probably just take a picture of it, add their names and upload it.

I think some of the pictures were fairly decent but damn I sure did like to overdo some lmao.

Ah. That is actually a real nebula, I just went on google images and looked for it. Thanks for pointing out it was a repaint.
