Title: [TTT] VIP talk when dead

Gamefreak brought an idea to me about ttt he was talking with Deacon about.

This is the ability for VIP's to warn and notify players in game anytime... like the way admins can.

This now accessible on ttt with the console command viptalk MESSAGE

An example would be:

viptalk Please [name], stop rdming this is your warning!

Unit helped me test it on TTT and it seems to work well.

He's just saying that VIPs aren't to abuse it, and to think about its impact on the game before using it.

I think this would be a really good idea, sometimes admins can't be online all the time in the servers, and sometimes (and I've had this happen to me) a VIP could be trying to say something, and the people/trouble makers refuse to listen or even acknowledge that you're talking. So I think this could be a good contribution, I hope it won't be taken for granted. :)

This is a large step forward for us, hopefully that will help control a little better.

And as a VIP you should know when you're allowed to use this and when you shouldn't. If you don't, you shouldn't be one.
