Does replacing a custom cursor with a "custom cursor" that is identical to the default cursor count? (It was on a Windows 98 computer.)

I googled 'cursor' in google images to find a pic of the default windows cursor and half the links linked me to rogueware.

I just use the cursor that comes with my Windows 7 theme
