Easy, choose which cars you DON'T want to fly around in the file and edit it back to regular friction.

Create backup of your handling.dat file in \steamapps\common\Grand Theft Auto IV\GTAIV\common\data

Replace that one with what's in the link.


You also might want to put down the "Spawn Turismo" cheat, it's one of the few unaffected cars.
